Is Satan in Hell?

No, Satan is not in hell, yet. Hell was created for Satan and the fallen angels, demons, as their eternal punishment for their disobedience to God and His authority. Currently, Satan goes to heaven to accuse us before God and he roams the earth to deceive, destroy, and bring others to hell with him. Unlike God who is omnipresent, the devil can only be in one place at a time, same with the demons.

Be sober, be vigilant; because your adversary the devil walks about like a roaring lion, seeking whom he may devour. Resist him, steadfast in the faith, knowing that the same sufferings are experienced by your brotherhood in the world. - 1 Peter 5:8-9
One day the angels came to present themselves before the Lord, and Satan also came with them. The Lord said to Satan, “Where have you come from?” Satan answered the Lord, “From roaming throughout the earth, going back and forth on it.” - Job 1:6-7, NIV

Is Satan the Ruler of Hell?

No, again, hell was created as eternal punishment and damnation for Satan and the demons. Hell was never created for humans, as Adrian Rogers said, "hell was created for the devil and his angels. If you go, you are an intruder." Satan will not be tormenting but will be tormented. He will receive the punishment he deserves for all of eternity.

The devil, who deceived them, was cast into the lake of fire and brimstone where the beast and the false prophet are. And they will be tormented day and night forever and ever. - Revelation 20:10

The Fall of Lucifer

How did Satan become an evil spirit, a devil? Before the creation of humans, God created the angels. There are many types of angels, and Lucifer was an angel of light, one of the higher angels. Lucifer became arrogant and proud and desired to overtake God. Because of his evil choice, he was cast out of heaven and removed from his ranking, going from the son of the morning to the prince of darkness. A third of the angels turned to darkness with him and were cast out of heaven as well. We do not know how many angels there were or are but we do know there are numerous, so one-third of the numerous angels became demons. How a creation who sees and lives with its Creator chooses darkness over His light and love, is unimaginable, that shows us just how dark and evil-filled Lucifer and the demons are.

“How you are fallen from heaven, O Lucifer, son of the morning! How you are cut down to the ground, you who weakened the nations! For you have said in your heart: ‘I will ascend into heaven, I will exalt my throne above the stars of God; I will also sit on the mount of the congregation on the farthest sides of the north; I will ascend above the heights of the clouds, I will be like the Most High.’ Yet you shall be brought down to Sheol, to the lowest depths of the Pit." - Isaiah 14:12-15
And war broke out in heaven: Michael and his angels fought with the dragon; and the dragon and his angels fought, but they did not prevail, nor was a place found for them in heaven any longer. So the great dragon was cast out, that serpent of old, called the Devil and Satan, who deceives the whole world; he was cast to the earth, and his angels were cast out with him. - Revelation 12:7-9

Also, unlike God, Satan is not omnipotent or omniscient, he is not all-powerful or all-knowing. He constantly sought to destroy God's plan since his fall, to no avail. Since Jesus conquered the grave, death, and freed us from the chains of sin, the devil now knows his time on earth will be coming to an end soon and he is doing his best to take down God's beloved creation, humans, with him. When we choose God, he knows we will not go to hell, so he does his best to destroy our testimony to harm us and cause others in our path to stumble. That is why it is so important to have fellowship with God daily, work on our relationship with Him so we know which direction to take, what to do and say, and gain the tools needed to defeat Satan, the demons, and gain control over our own flesh.

Woe to the inhabitants of the earth and the sea! For the devil has come down to you, having great wrath, because he knows that he has a short time.” - Revelation 12:12b

Be Careful of Appearances

Unlike the figures of a red devil with a pitchfork Hollywood portrays the devil as, Satan is a deceiver, his looks seem harmless and handsome because he still looks like an angel, but inside he is full of abomination and wickedness. This should again, prove that looks are deceiving and we are not to trust or fellowship with someone based on their looks but are to examine them and see beyond the cover.

But what I do, I will also continue to do, that I may cut off the opportunity from those who desire an opportunity to be regarded just as we are in the things of which they boast. For such are false apostles, deceitful workers, transforming themselves into apostles of Christ. And no wonder! For Satan himself transforms himself into an angel of light. Therefore it is no great thing if his ministers also transform themselves into ministers of righteousness, whose end will be according to their works. - 2 Corinthians 11:12-15
 

Ask God to help you make wise decisions, guard you against darkness, and give you the desire and strength to resist the devil, demons, and even our own temptations so we prove to be followers of light. Light always triumphs darkness!

Then Jesus spoke to them again, saying, “I am the light of the world. He who follows Me shall not walk in darkness, but have the light of life.” - John 8:12
In the beginning was the Word, and the Word was with God, and the Word was God. He was in the beginning with God. All things were made through Him, and without Him nothing was made that was made. In Him was life, and the life was the light of men. And the light shines in the darkness, and the darkness did not overcome it. - John 1:1-5
There shall be no night there: They need no lamp nor light of the sun, for the Lord God gives them light. And they shall reign forever and ever. - Revelation 22:5
The city had no need of the sun or of the moon to shine in it, for the glory of God illuminated it. The Lamb is its light. And the nations of those who are saved shall walk in its light, and the kings of the earth bring their glory and honor into it. - Revelation 21:23-24
